LATEST LOCAL UPDATE

1. Finance FAQs

We have developed a series of FAQs which have been put together to help with practice claim forms for the financial arrangements primary care has put in place in support of the Covid-19 response. (Attachment: Covid Finances FAQ V1.4.docx)

2. Testing for Coronavirus open to the general public – now including over 5s.

Testing is now open to any member of the public with COVID-19 symptoms by visiting nhs.uk/coronavirus or calling 119 to book a test. The tests are not suitable for children under 5 years old.

3. GPES Data for Pandemic Planning & Research (COVID-19) service
GPES Data for Pandemic Planning & Research (COVID-19) has been centrally offered to GP Practices in CQRS and is available for practices to accept.

The purpose of the data collection is to respond to the intense demand for General Practice data to be shared in support of vital planning and research for COVID-19 purposes, including under the general legal notice issued by the Secretary of State under Regulation 3(4) of the Health Service (Control of Patient Information) Regulations 2002 (COPI).

The England General Practitioners Committee (GPC England), of the British Medical Association (BMA) and the Royal College of General Practitioners (RCGP) requested support from General Practitioners for these data collections. They have made the following statement:

The RCGP and BMA support this initiative. The collection set out in this DPN was designed by NHS Digital, with the support of NHSX in response to concerns raised by representatives of the GP profession regarding the current pressure on General Practice to respond to multiple requests to release data in support of COVID-19 planning and research.

NHS Digital as the data controller for nationally extracted data will ensure that due diligence is carried out regarding any applications made to NHS Digital for access to the data that is being collected. NHSX will be responsible for a single point of contact (SPOC) COVID-19 request process that will triage and prioritise those applications that are applicable to this data set and pass those applications to NHS Digital who will be responsible for assessing and fulfilling the applications; these applications will only be successful if they pass the appropriate ethical, legal and Information Governance requirements to ensure that data is only shared where it is secure, lawful and appropriate to do so. NHS Digital will do this through the Data Access Request Service (DARS) with advice on requests for data from this collection from the Independent Group Advising on the Release of Data (IGARD) along with consultation with profession representatives at RCGP and the BMA.

Once this data collection has been established, all organisations, including CCGs and Integrated Care Services, are to be re-directed when requesting data from your GP practice for any COVID-19 non-direct care purposes, into the NHSX SPOC for COVID-19 requests process, thereby reducing your workload’.

A Data Provision Notice had been issued directly to practices and can be found here.

4. COVID-19 - Temporary changes to Summary Care Record (SCR)

EMIS has been working closely with NHS Digital to agree a process to temporarily amend what information is sent as part of a patient’s Summary Care Record. This change will remain until the end of the pandemic. There will be no changes to the way a practice records their consent preferences.
For further information click here.

5. Bank Holiday Monday (25 May)

Thank you to all practices for working over previous bank holidays to continue to provide services to patients and the public during COVID-19. We are not expecting GP practices to open for the upcoming Whitsun Bank Holiday (25 May) and the normal Out of Hours service will be in place.

6. Website update – now live

The new CWCovid website has been established to put the information sent via the daily updates into one convenient archive and reference site. We are still making some tweaks so if a link doesn’t quite work do let us know via warnoccg.covid19primarycarecommunications@nhs.net. If you have any comments we would love to hear them.

7. Eid and mental health materials
You will be aware that Eid al-Fitr is due to take place this weekend, between the evening of Saturday 23 May and the evening of Sunday 24 May.

Public Health England has released materials to support the message “celebrate Eid at home”. You can find these assets, here: https://coronavirusresources.phe.gov.uk/eid/resources/

8. Primary care wellbeing survey – reminder

NHS England is looking to understand the current wellbeing of the primary care workforce, and invites you to take part in a short survey undertaken by the Institute for Employment Studies to support this and to support the wider evaluation of the #lookingafteryoutoo primary care coaching offer. The survey will take no longer that five minutes to complete and will contribute to their ongoing response to support your wellbeing.
