1. Letter from Sir Simon Stevens and Amanda Pritchard – second phase of NHS response to COVID-19

By now you should have seen sight of the letter published yesterday outlining the second phase of NHS response to COVID-19 and it’s been raised again in the primary care bulletin issued today. A summary of the key points are:

• Ensuring patients have clear information on how to access primary care services
• Enabling patients to benefit from digital and video consultations
• Stratify and proactively contact high risk patients to ensure appropriate and ongoing care, particularly those classified as shielded
• To further support our care homes including a weekly virtual ‘care home round’
• Make two-week wait cancer, urgent and routine referrals to secondary care as normal, using ‘advice and guidance’ options where appropriate
• To continue to deliver routine and preventative work including vaccinations immunisations, and screening.

Coventry and Warwickshire COVID position up to 30.04.2020
• 1,765 cases now confirmed in Coventry and Warwickshire (+39 / +2.3% from yesterday)
• 174 of these are currently admitted (+1 / +0.6% from yesterday)
• 743 beds still available (+21 / +2.9% from yesterday)
• 9 ITU beds occupied by Covid patients (-3 / -25.0% from yesterday)
• 378 reported deaths in a hospital setting (+14 / +3.8% from yesterday)

2. COVID Resilience Funding and Reimbursement

This update is further to the information shared with Primary Care on 8th April 2020, in respect of additional costs incurred by practices resulting from COVID-19.

COVID Resilience Funding and Reimbursement:

An initial UP FRONT payment was made to all practices on or around 26th/ 27th March 2020 based on list sizes as of 1st January 2020:
• £3,000 – Small Practice less than 7,000 list size 
• £5,000 – Medium Practice 7,001 -10,000 list size
• £10,000 – Large Practice 10,000+ list size

Practices were requested to submit the attached claim form to the CCG to retrospectively identify the actual costs incurred (email to Martin Smith for SWCCG martin.Smith@southwarwickshireccg.nhs.uk and Michael Hau for CR & WNCCGs michael.Hau@warwickshirenorthccg.nhs.uk).

A number of practices have submitted a claim for initial costs incurred, but all practices are now asked to either:-
• Submit this form with costs to 30 April (or a second claim where initial costs have already been claimed), or
• Confirm the practice has not incurred any additional costs related to COVID-19 this month. 
• 
The CCG will then pay any additional balance due (where costs claimed exceed the up-front payment), or (where costs are less than the up-front payment) will continue to monitor future claims from practices and where appropriate will recover any over-payment post the COVID-19 recovery period. 3. Rise (previously CAMHS) services in Coventry and Warwickshire
Rise (formerly known as CAMHS) continues to strive to deliver child-centred care and the best possible outcomes for children, young people and their families under the current circumstances. It is their intention to cause as little disruption as possible and they apologise in advance for any inconvenience that you may experience during this time. They have provided three documents detailing the service and referral information, a leaflet introducing the service and a leaflet on their neurodevelopmental service. 4. Death certification pathway documentation

LATEST NATIONAL PICTURE 
 
• As reported at 5.30pm on 29 April 2020, 818,539 people have been tested in the UK and 165,221 were confirmed as positive. The number of COVID-19 associated deaths in the UK is 26,097. (Please note: there is now an improved daily reporting system for deaths, so that deaths in all settings are included, wherever the individual has tested positive for COVID-19, rather than just those in hospitals. On the new measure there has been recorded an additional 3,811 deaths in total, these are spread over the period from the 2 March to 28 April. The figures also show an additional 765 deaths compared to yesterday.)  
• The latest government advice on coronavirus is available online.
• The transcript for the Coronavirus press conference on 29 April 2020 delivered by Foreign Secretary Dominic Raab on the government's response to the COVID-19 pandemic is available online. A copy can also be viewed on YouTube.

5. NHS England Primary Care Bulletin – new edition – 30 April
COVID-19: latest guidance for general practice is issued in the NHS England Primary Care Bulletin (30 April) and today includes the letter published yesterday outlining the second phase of NHS response to COVID-19, direct booking from NHS 111 to support the COVID-19 response and COVID-19 Clinical Assessment Service (CCAS) and the Coronavirus Job Retention Scheme (“furlough”).
